Research-based and reviewed framework
Creating the new healthy buildings framework dimensions and indicators has involved an extensive literature review of over 200 publications. Leading researchers and scientists in the field of healthy buildings and indoor environmental quality also reviewed the framework.
The following methodology was applied to validate the indicators, link data, and create policy targets and messages.
An actionable framework to promote change
The Healthy Homes Barometer introduces a framework for tracking buildings at EU level. This provides policymakers and the building and construction industry with a tool to drive the much-needed change towards healthier buildings.
Lack of data
The framework provides a new definition of healthy buildings using five dimensions, built on indicators and sub-indicators. The five dimensions and indicators are anchored in research and available EU data around how health, buildings and climate interact in real life. However, the publicly available datasets do not provide an exact match for many of the indicators reported at EU level.
Data for indicators in the report were collected from EUROSTAT , ODYSSEE , BSO and collected by BPIE as part of the EU Buildings Climate Tracker project.

Case studies
Data from case studies were collected using a survey sent to the project team for each of the cases, as well as written documentation from each case. Data were analysed qualitatively by matching study findings to dimensions, indicators, and policies, as well as descriptively where indicators were counted for each dimension.
